| In 1994 the Island Government of St. Maarten
made a historical organizational reform by adapting the Sector
Model Organizational structure. This reformation transformed
the government from a unilateral organizational structure
where all Departments were on the same level to a grouping
of various departments. Part of the reason for said organizational
transformation is better co-ordinate the various and related
tasks, assignments, and responsibilities within the government
apparatus.
In January 2004, the newly appointed sector director of
Economy and Tourism - Mr. Frank E. Mingo - took office.
Her is responsible for four Prominent departments, namely:
The Department of Economic Policy & Research
The Department of Business License & Permits
The Department of Inspection & Control
The Department of Tourism
One of the primary objectives of the Sector Director is
develop economic policies to ensure a balanced economic
strategy of economic growth as well as economic development.
The Role of the Sector Economy & Tourism can be described
in four main areas:
Monitor the growth of the economy of the island and the
nature of the growth problems
Analyze the relationships that determine the rate and pattern
of development
Determine what policy issues the island is facing and subsequently,
advising the Executive Council how to deal with pertinent
issues
Control and curtail the negative impact of development and
growth on the community and their environment
Here follows a brief introduction into the various department
that fall within the Sector Economy and Tourism:
The Department of Economic Policy & Research is headed
by Mr. Miguel de Weever. This department is primarily engaged
in the monitoring of economic growth and development, preparing
Economic Policies, advising the Executive Council on various
economic matters.
The Department of Business License & Permits is headed
by Ms. Patricia Philips. This department is responsible
for the advising and issuing of business license and permits.
The Department of Inspection & Control is headed by
Mr. Jocobs. This department is responsible for the inspection
and control of economic regulation as well as traffic regulation.
The Tourist Department is headed by Ms. Regina LaBega.
This department is responsible for the development of the
tourism industry on St. Maarten by means of marketing (i.e.
promotion) and product development.
